Damaris · Captain
Country Captain / Prime Minister
Coordinates a national response, resolves cross-ministry conflicts and promulgates approved packages.
Cabinet coordination
One diagnosis, several accountable owners.
Cabinet is the place to assemble cross-office proposals. It cannot bypass office authority: each minister publishes their own instrument and the Captain resolves conflicts or approves threshold cases.
